Green procurement - what is it?

Green public procurement is a public procurement in which the contracting organization includes at least the minimum possible environmental protection criteria in the public procurement conditions and the product meets all the minimum possible environmental protection requirements approved by the order of the Minister of the Environment for that particular product.

Where are the environmental protection criteria for green procurement defined?

Environmental protection criteria are approved: The Minister of the Environment of the Republic of Lithuania in 2011 June 28 by order no. D1-508 "Regarding the approval of the list of Products for which environmental protection criteria are applicable to public procurement, the Environmental Protection criteria and the description of the application procedure of the Environmental Protection criteria that procuring organizations and procuring entities must apply when purchasing goods, services or works". (Valid summary version: 2021-04-01).

How to prove that you meet the environmental criteria of green procurement?

Documents proving compliance with the supplier's requirements:

  • ISO 14001 certificate;
  • EMAS;
  • another equivalent certificate issued by independent bodies established in other member states;
  • If the contractor conducts a simplified procurement or purchases social and other special services specified in the appendices of the law, as proof of equivalent environmental protection management assurance measures, the supplier may submit a prepared description of the equivalent applied environmental protection management measures.
