Is having a management system mandatory?

Implementation of management system in organizations is a strategic decision of the management. In most cases, it is not mandatory. However, some legal acts regulate that the organization engaged in relevant activities should have an implemented management system (e.g. an organization engaged in construction activities, i.e. the Contractor "[...] must have implemented a quality management system", Construction Law of the Republic of Lithuania).
